at 10:55 in the episode, she says "if he refuses, so be it". I don't think benimaru actually has to do anything - that would completely go against the principles of the kingdom that rimuru is trying to establish.

At 9:00 - 9:10 is where Kaede says she conditionally accepts all of the terms only if Benimaru agrees to marry her daughter. That's the formal proposal put forth by her and her nation to Rimuru. Her own personal feelings of letting it slide if Benimaru refuses aren't a known factor to Rimuru, while they might come out in more conversations, for the time being that is the agreement for the time being for their usage of the mountain.
As the dwarf king notes, Rimuru isn't very good at the statesmenship part of things, but if he was then he'd know that marrying and making connections with his subordinates lives is the way the twisted net of nobility gets made and how nations (in medieval times) stay strong and faithful to each other via blood ties. I'm not disagreeing with you that Rimuru would probably let it slide if he finds out Kaede will, but for the time being that's the deal so I'd doubt that someone who actually understands the world they live in like Benimaru would go against it.

Surprisingly the funniest this season has been. The yapping was fine because it's with characters we know and like and it's about funny topics like harems instead of flat politics between old guys in darkly lit areas.
And the absurdity of doing it during an official meeting between officials of different nations added to the hilarity.
