From the submissions manual:
Recaps are only to be added if they are a recap movie from a series (e.g. TV Series, TV Short, OVA, or ONA).
An exception exists, if the recap does not meet the aforementioned format change, it can be accepted under the condition that it is intended to be part of the series' total episode count.
Re:CREATORS has a recap episode as its 13th episode that counts towards its 22 episode count.
From what I understand, it goes like this: Are the recaps numbered like x.5 or do they continue the main count? If the former, they are not to be counted, if the latter, they'll be counted in the main episodes.

Thanks. I always forget that there is a manual for these kind of things. I'll check that first if I have questions in the future.
