It couldn't really have finished 100% at the end of arc 1, cause there was still stuff left unanswered.
Its more of the fact that the mangaka's doing a terrible job at writing the plot now.

True, there were some things set up in the first few chapters that were meant to pay off either.
But I was mainly referring to how the story was structured, we have a character focused story in the first 10 chapters then we jump to some magical girl battle shounen out of nowhere.
It just feels like the mangaka really wanted to call it quits after Pieta's story and is just winging it now.- WeatherReport4 years ago
Agree with that. With the way things are, I wish he just ended it on chapter 10.
