probably not while case closed is ongoing, and that's just a wild guess. there's really not a lot of information about it online.
Yes, its basically in hiatus (or "irregular updates"), until the mangaka end Detective Conan or he has enough free time to draw a new Magic Kaito chapter, which right now is pretty impossible, since he cant even manage making weekly Conan cases as he used to (probably because creativity and health reasons).
I think some time ago i heard that the mangaka Gosho Aoyama said that will definetely try to end Conan, but that he wasnt sure if he will have the time to give Kaito an end.
