Best antag - funny valentine. Completely unmatched level of characterization, has a lot of interesting traits and the author even does a great job of making you care about his own ideology, to the point where people believe he's right, even though he objectively is evil. I liked how he was defeated too, he succumed to his true evil and was beaten in a ranged duel against johnny, along with him drowning in his own ideals. In terms of plot significance that aspect is also well handled, he was the one behind the race, has a very strong parallel with almost all of allied characters, the US president and the minor villains he sent affer gyro and Johnny happen to have depth and agency which is far cry from the most of jojo's. Napkin scene was completely glorious. OP stand done right and the means used to defeat him were very much fair and square.
Worst antagonist? Have to say tooru. Bad personality, his stand ruins the strategical aspect of jojo's and makes the fights he engages in really dull because his stand is completely braindead thus he has no interesting input or contribution to a battle. He fails as an antagonistic force for main characters ideals and doesn't really challenge him in any way regarding this, has no interesting parallel with anyone else and was very poorly introduced and even worse how his demise is not all that climatic. Close behind are those absolute clowns from part 1. Oh, i just realised i perfectly agree with you, OP^
