Northern dialect/accent if I'm not mistaken, it's a script thing and character origin, not a VA thing

If I remember correctly, Setsu and his family are from Aomori, which is one of the most northern parts of Honshu. They are speaking the local dialect, tsugaru dialect. From my understanding it is considered to be one of the most, if not the most, divergent dialect from standardized Japanese. So much in fact that even native Japanese speakers struggle with it!
The voice actor for Setsu's brother is the same voice actor who does Arata in Chihayafuru (except it's the fukui dialect), so it seems like he has a lot of experience doing different dialects, or at least thicker dialects.

When I watched the first episode I immediately recognized the voice actor and wondered if they were speaking fukui dialect in this show as well, but after some research I found out the above. If you speak or study Japanese, it's really interesting to look into the different vocabulary between tsugaru and standardized Japanese. I speak sanuki dialect which is related to the kansai dialect, so for me I find this topic particularly interesting!
