Someone thought the light novel would make a good anime and proposed an anime adaptation. That's how.
Well, I haven't seen it, so I can't really judge for myself; however, among those who HAVE seen it, some will like it, and some (like you, obviously) will not, as with all things.

if you go into it thinking it will have the same quality as haikyuu then maybe get out of that mindset because not all volleyball/ sports anime are the same. haikyuu has literally nothing to do with the story of 2.43 other than the fact that they play the same sport. the conflict, teams, and even production/ animation companies are different.
